Military Objectives

Here are the objectives for each of the main military phases:

Strategic Defense: To damage, harass, and attrite the U.S. until we were forced to retreat, defeated, from the open fronts.

Al Qaeda intended do the same to local rulers, until they were forced to retreat from selected areas of the priority regions.

Equilibrium/Balance: To prevent interference by the U.S. in state-building, spread control throughout each region, and prepare for regular warfare.

Al Qaeda sought to prevent local rulers from reentering into targeted areas of the regions and spread the authority of the "nascent states." It also intended to train young men in regular warfare.

Strategic Offensive: To take the fight to the Jewish-Crusaders with conventional forces and terrorism.
